The overall objective of the project was to provide technical training to fisheries staff from institutes managed by the Directorate General of Aquaculture (DGA) in order to build extension teams to help farmers restore degraded ponds. The main agencies included Dinas Perikanan (district offices) and the Centre for Brackishwater Aquaculture Development (CBAD), Ujung Batee.  The training program was based on a 'train the trainer' model so that participants would be able to progressively build more extension teams to assist farmers in the various affected sub-districts.
The specific objectives included: 
  1. To design and deliver a 'train the trainer' program to establish technical/extension teams, under the management of DGA,  that will assist farmers in the restoration of degraded brackishwater aquaculture ponds.
  2. To develop pilot programs in selected sub-districts to build Dinas Perikanan extension teams and to commence the pond restoration process.
  3. To identify and provide long term technical/training support to DGA, its institutes and allied organisations.

The overall aim of this program is to build technical capacity within CBAD, Ujung Batee, in collaboration with AARP, and provide technical support and training to Dinas Perikanan and NGOs so they can more effectively assist farmers with the reconstruction of brackishwater aquaculture tambaks and promote Best Management Practices (BMPs).  The emphasis is on building field-based technical capacity and to establish and facilitate, in collaboration with other agencies, district technical extension teams. The project also provides research support to the reconstruction activities. The specific objectives are:
  1. To characterise the chemical and physical properties of soils, describe other environmental constraints and urgently disseminate this information to NGOS, government agencies and other donor programs.
  2. To contribute to the development of rehabilitation plans in collaboration with other agencies. The rehabilitation plans will classify tambaks according to their level of degradation and recommend new tambak and canal layouts for farm clusters.
  3. To develop guidelines for the reconstruction and re-engineering of tambaks, dykes and canals for different soil types and hydro geomorphic conditions.
  4. To build technical capacity within CBAD, Dinas Perikanan, NGOs and farmer groups through field and laboratory-based training programs and the provision of basic field resources.
